During WWII, a government drive to enlist volunteers in May 1941 attracted little response. This, and the invasion of the U.S.S.R. by Germany in June, raised the issue of conscription. Arthur Meighen was elected leader of the Conservative Party in November. He immediately promised to fight for compulsory conscription for overseas service. This cartoon suggests that the opponents of overseas conscription are blind to the threat posed by Hitler's expansion in Europe.
